An ROC national residing in a foreign country and who satisfies any of the following criteria may apply for the Overseas Compatriot Identity Certificate: 1. Application form; 2. Original and photocopy of standard ROC passport; 3. Original and photocopy of proof document of residency at place of foreign residence; 4. Original and photocopy of proof document of period of foreign residence; 5. Other relevant evidentiary documentation if a representative is appointed, the power of attorney must be submitted.
Pursuant to Regulations for Review Procedures Regarding Departures by Male Nationals Approaching Military Service Age, a person whose passport is stamped with "military service not performed", or a person approaching military service age who departs from ROC before December 31 of the year of age 15 and whose passport is not stamped with "military service not performed", and who enters or exits ROC prior to qualifying for an Overseas Compatriot Identity Endorsement, then unless there are special reasons approved by the Ministry of Interior, such a person may not receive an Overseas Compatriot Identity Endorsement.
However, a person who exits ROC before December 31 of the year of age 15, and who returns to ROC during the period of approaching military service age for periods not exceeding a cumulative days in each year, may, upon qualifying for an Overseas Compatriot Identity Endorsement, directly apply to the Bureau of Consular Affairs or Foreign Representative Office for cancellation of the "military service not performed" stamp and apply for an Overseas Compatriot Identity Endorsement.
